In program development you have to first define the program. this mean describing excatly what the film is about. Developing a detailed blueprint of the program is informatiion needed to plan, shoot and edit the video or film. There are specific was to draw a detailed blueprint. Subject, objective, audience, delivery system, length and budget.
Subject is the first step: this is a working title.
Second is the objective: what does the program want to achieve?
Third is the audience: To whom will the film affect and what would interest the audience?
Fourth is the delivery system: how and where will this film be seen?
Fifth is the program length: Determining the films length.
Sixth is the budget: How much will it cost?
After the program development has been written it is time to select a concept. A concept is an orginizing principle, an idea that give meaning to the film.
